Russia's Vladimir Putin and Ukraine's Volodymyr Zelenskyy face pressure from the U.S., which has threatened to walk away from its peace efforts unless some progress is achieve.

As Russia intensified its missile and drone attacks on Ukraine, killing at least nine people and wounding more than 70 in Kyiv, the Kremlin issued fresh nuclear threats, and former President Donald Trump criticized Ukrainian President Volodymyr Zelenskyy for what he called “inflammatory” rhetoric.

Sergei Shoigu, head of Russia’s national security council and former defense minister, said on April 24 that Moscow reserves the right to use nuclear weapons if it faces conventional military threats that endanger the sovereignty of Russia or its ally Belarus. His comments, delivered to state news agency TASS, underscored a familiar but serious threat, especially amid one of Russia’s deadliest strikes on Ukraine in months.

Shoigu’s remarks came as the Trump administration, alongside Vice President JD Vance, warned that the U.S. could abandon peace negotiations unless Ukraine agrees to a deal. That proposal, reportedly backed by Trump, would accept Russian control of territory gained since 2022, including formal U.S. recognition of Crimea as part of Russia—a move only a few nations currently support.

Zelenskyy rejected the plan outright on April 22, stating, “There is nothing to talk about,” and reaffirming that Ukraine would never accept the loss of Crimea or halt its pursuit of NATO membership. “This violates our Constitution. This is our territory,” he said.

Trump responded sharply, accusing Zelenskyy of worsening the conflict. In a Truth Social post on April 23, he labeled the Ukrainian president’s stance “inflammatory” and said it was prolonging “the killing field.”

While Trump pushes for a controversial peace deal, some European nations, including Britain and France, are reportedly developing a separate plan that could involve sending troops to Ukraine to enforce a future settlement. Russian President Vladimir Putin has warned such moves would be “tragic.”

The White House confirmed Trump’s envoy, Steve Witkoff, is set to travel to Moscow this week for his fourth round of talks with Putin on ending the war.

Meanwhile, Shoigu clarified that his nuclear threat reflects existing policy changes enacted by Putin last November and does not signify a shift in Russia’s nuclear doctrine. Still, the timing and severity of the warning add to tensions as the war grinds on and peace prospects remain elusive.
